Terms of Service
These terms govern the use of the Traflicom website at trafllicom.com. By using the site, you accept these terms. Traflicom operates an information and advisory portal about vehicle registration and traffic rules in Finland, with its office at Mannerheimintie 117, 00280 Helsinki, Finland.
What these terms cover
Reading the site, sending a question through the contact page, or using any of the guide pages counts as use of the service. The chapters below explain what Traflicom does and does not do, how the content is kept current, which behaviour is not accepted, who owns the published material, and how questions about the terms reach us.
The portal covers topics such as ajoneuvon rekisteröinti, käyttöönotto, poistaminen liikennekäytöstä, rekisteröintikatsastus, and the parts of the rekisteröintitodistus, including the tekninen osa and the ilmoitusosa. Those guides describe how the process works in general; they do not replace an official decision by a competent authority.
Nature of the service
This website provides general information and advisory content about Finnish vehicle registration procedures and traffic rules. It does not provide legal representation, does not process registrations on behalf of users, and does not act as an agent in any vehicle transaction.
In practice, that means the portal explains the sequence a driver, buyer, or importer will meet: how a vehicle is taken into use, which documents belong to the rekisteröintitodistus, what the tekninen osa and the ilmoitusosa are for, when the sähköinen todistus is accepted instead of paper, and where liikennevakuutus must be in place before the vehicle is used on the road.
The portal also writes about importing a tuontiajoneuvo, an omistajanvaihdos between a seller and a buyer, decommissioning a vehicle, and the cases where an erikoiskilpi applies. None of this makes Traflicom a party to the transaction or a substitute for the authority that issues the registration.

- We do not buy, sell, or broker vehicles, and we take no commission on a sale.
No professional advice relationship
Content on this site is general information and is not a substitute for an official decision by a competent authority or for advice specific to your circumstances. No advisory relationship is created by reading the content or sending a question, beyond the answering of that question.
When a question depends on the date of a rekisteröintikatsastus, the condition noted on a rekisteröintitodistus, the insurance status of a tuontiajoneuvo, or a dispute between seller and buyer, the answer that binds you comes from the authority handling the case, not from this portal. We can explain how a procedure is normally read; we cannot decide it for you.
Replies to questions are written for the person who asked and for the situation described in that question. They are not a standing opinion for other vehicles, other owners, or later changes to the rules.
Accuracy and changes
Procedures and requirements described on the site may change. While content is reviewed and updated, no warranty is given that every page reflects the most recent state of the rules at the moment you read it. You are responsible for confirming requirements with the relevant authority before acting on them.
- Review cycle
- Guide pages are re-read against the published rules on a rolling basis, and pages whose steps have changed are rewritten together so the sequence stays consistent from one page to the next.
- What updating cannot fix
- A page can be current on the day it is edited and out of date the following week. Fees, forms, and office practice are set outside this site, and we do not publish a version number for a rule.
- Your check before acting
- Confirm the current requirement with the authority or the insurer before you take a vehicle onto the road, register an import, or hand over a vehicle to a new owner.
- Changes to these terms
- These terms may be revised as the site grows. The version published on this page is the one that applies to your use of the website.
Acceptable use
You agree not to misuse the site, including by attempting to disrupt its operation, submitting false or misleading enquiries, or using automated means to extract content at scale.
A question sent to Traflicom should describe a real vehicle and a real situation. Copying guide text into a commercial product, or scraping page content to train or feed another service, is not permitted without written permission from Traflicom.
Intellectual property
Text and materials published on this site are the property of Traflicom unless otherwise stated. They may be read and used for personal reference. Reproduction or republication requires permission.
Personal reference covers printing a page for your own file, quoting a short passage with a link back to this site, or sharing a link with another owner. It does not cover republishing a guide in full, selling access to the content, or reworking it into a competing advisory service.
Requests for permission can be sent to the Helsinki office using the contact details in the last chapter.
Limitation of liability
Traflicom is not liable for decisions taken or actions performed on the basis of information published on this site, to the extent permitted by applicable law.
This covers the cost of a booking missed because a step was read differently, a delay in registering a tuontiajoneuvo, a penalty connected to liikennevakuutus, or a disagreement between a seller and a buyer over an omistajanvaihdos. Where the law does not allow a limitation of this kind, the limitation does not apply to that part of the claim.
Questions owners ask about these terms
Short answers to the points that come up most often in calls and messages about the site itself, rather than about a vehicle.
Does reading this site make Traflicom my adviser?
No. Reading a guide, or sending one question and receiving an answer to it, does not create an advisory relationship. Anything beyond that single answer would need to be agreed separately and in writing.
Can I use your guide for my own clients?
Not as a complete text. You are free to read it, quote a short passage and link back to the page, or point a client to it. Republishing a full guide, or building it into your own advisory service, needs written permission from Traflicom.
A page looks out of date. What should I do?
Tell us which page and which step, and we will check it against the current rules and rewrite the page if it has moved on. Before you act on a step yourself, treat the authority's current requirement as the one that counts.
Do you look at private documents I send?
We read what you send for the purpose of answering you. A question rarely needs a full scan of a registrierungs certificate, so describe the situation in words where you can. How personal data is handled is set out in the privacy policy.
